According to wikipedia, I'd say the second shuto kousoku was made in 1990.

Ah... I thought it might be Initial D-style races featured inside or something... since I've seen a few videos with Tsuchiya involved that had "Initial D-style" races in them...

This video is early 1990s as zomg pointed out. Initial D didn't exist back then.
The cover is a re-package thing by the HK VCD reseller or something. Mr. Tsuchiya was not so popular back then, but still quite famous. |
