All the Round 1 machines are JPN to my knowledge. Blank cards have no region but once one is made, that license will become the version of that machine, be it JPN or EXP and will only be playable on those machines of that version thereafter. If you are unable to get a pre-made license but able to get a blank card, you can just ask the arcade to put it inside the card reader and have it issue it to you through the normal way you buy a license.
