I just recently moved in a new apt. complex and the internet here is taking its toll on me. I don't know why but here is what iv been experiencing since I moved in here. If anyone knows why this is, or even knows how to help me I would greatly appreciate it.

First, I just recently bought an XBox 360 and a few games, namely Modern Warfare 2. The thing is, when I tried to download the DLC map packs, each pack took literally 2 hours to download to my xbox. At only around 350 mb each i though that was just stupid.

Also, I for some reason cant download anything from bittorrent anymore. I can login to my sites, find the torrent I want to dl, but when i click on the dl link, the dl window never pops up and on my current tab (im running firefox) it just shows the little spinning loading icon. I tried at least 10 different torrents on 3 different trackers (public and private) and I cant seem to dl anything.

I remember when I first met with the leasing agent she said the internet here is set so web browsing has the highest priority, then downloading, then online gaming is lowest.

Can I change this? And anyone have an idea of how I can get bittorrent to work for me again?

Can you provide a speedtest for this, and are you on cable or DSL (or worse)?

Well there's your problem. Your download speed is total crap for the connection.

This is my connection. A 350MB file downloads in something like 3-4 minutes.

Either something is wrong with your connection, your basic connection service has a cap of some sort, or you'll have to upgrade.

well that explains why I always have a crappy 3 bar every time I play MW2.
Would this also explain why I also cant download anything? Its not just a slow dl, its no dl at all, it simply wont open up the window

You're right there on the edge of what is considered acceptable speeds for Xbox Live gameplay. I suspect you're experiencing some ugly lag. This sounds a lot like how my experience was when I had DSL a few years ago.

As for the torrents not loading, your provider may have put a block or something on them in an attempt to curb piracy.

In any case, I'd heavily recommend upgrading and/or switching services. If you're on a DSL connection, switch to cable immediately.

Considering it is included with the rent, the Apt owners may own the Internet and it may be shared with multiple residents if that is the case the owner may have put a cap on everyone to a certain amount or did not open certain ports or may have even put a block on certain applications. That possibilities are near endless.
