Hi, i don't know if this is in the right place...so if it gets moved, please tell me. Anyways, i was wondering what program is used for editing the sizes of the signatures and avatars. =P

adobe photoshop, Paint shop pro, I think even paint can resize...but i'm not sure.

The most common one to edit is Adobe Photoshop. Shouldnt this go into the arts section?
