I haven't been an admin for a long time, but if I remember correctly, these are just user permission groups for access to different areas of the forum. If you can't make a user a part of multiple user groups, you can probably give individual users access to group areas. It's harder to manage, but doable in small quantities.

I was thinking more of the badges than anything else. A moderator would have a mod badge and the group badge?

Or make it more of a 'select one' type of deal, where you are a member of said group/groups but can only be allowed to show it off on the badge, as the rest will be in a signature (somewhat like the awards were, but just text, no fancy image)
