I like Ableton Live. As for tutorials and hardware, the best way to learn is to take Floh's approach to cars. Get your hands dirty and ask on forums when specific questions arise. "How do I make techno?" equates to asking "How do I build a car?", the question itself is vague. The world's best electronic music artists learned empirically and through research.

You need a sequencer and drum machine. You can get real equipment or you can use software. I reccomend FruityLoops, which has evolved into a robust program although staying really easy to use. You can start my remixing some songs you know if you have MIDI's of them. You can rearrange as well as alter all of the synthesis to learn. This will also force you to program your own drums. You will find out after doing this a couple of times that everything you make has kind of your own signature sound. I would then buy a MIDI controller and start writing my own songs. That is what I would do on a budget.

Fruity Loops to start out with, for sure...
